TOPIC: Shared DB Access

In some events we need to have DB accessed by various departments(ie transportation, accommodations, etc) However we do not want to give them admin access in joomla. It would be good if we can provide a db access(csv export) to these people using a link. The link can contain an email and a hash made up of the email, db name, expiration date, and random.
