TOPIC: Support Paypal Recurring Payments

The feature I am looking for is to have DTRegister support Monthly Payments using Paypal's Recurring Payments API.

The payment processor should calculate the number of full days/weeks/months between now and the event date and then do the math to figure out the split of payments, with any non-even values being appropriately rounded.

I previously coded the Monthly version of this as a hack using Google Checkout but with that option gone I am in the unfortunate position of having to manually send each registrant a Paypal button that sets up their payment plan until I can find the time (no where in sight) to code the same "workaround" into the latest DTRegister, and frankly, it really wasn't that much work, I'm just underwater and don't have the time to do this for the Paypal side. I'm also surprised it hasn't been done before.

I am more than willing to share my Google Checkout code with y'all @ DTHDev if that helps speed this option along at all.
