TOPIC: Place repeat navigation buttons at tops of long config pages

Where a configuration page is more than a screen size, it would save me a lot of time if the navigation buttons were also at the top of the page.

i.e. the Fields page. I require a lot of fields so it required a lot of scrolling down for me to access the bottom of the page only to have to tell it to go to the previous or next page.
