If I set start date to today but delay till 6:00 pm it is still available for registration, The delayed time is not working?

No one else is reporting issues with "Registration Open Date". Is that the parameter you are working with? So if you're event, for example, is at 9:00pm but you don't allow for registration until 6:00pm on the same day, you'd set the registration open date for the date of the event but at 6:00pm.

This could also be a time zone issue. Time zone settings in DT Register are for display only so wouldn't have anything to do with it. But your time zone setting in Joomla's config combined with the time of your server could very well be the issue here... assuming everything is setup correctly.
