I'm having the very same problem. It doesn't progress to PayPal. But also, can you check yours to see if leaving out a required field is now ignored? And if you do a group registration, after click Complete Group, does it just go to add yet another member (instead of going to billing)?
@computerup - your issue has nothing to do with Julian's issue. Hers was addressed in a ticket and was simply due to a script conflict on her site. If a template or other plugin is compressing and/or replacing scripts throughout your site, that is bad news. If our custom JQuery script is not used, DT Register will not function.
