TOPIC: Records Management (Frontend)

Is there a way to show the Records Management page only in a menu on the front page, just like there is an Events Management only page option that displays on the frontpage. I see that there is a way to display it through the Control Panel, but there are 2 problems with that.
1. The user has the ability to see and click on all options only to be brought to a page informing them they don't have access.
2. In order for the user to access the Record Management page, they also have access to modify the events, which I don't want. This user should only be able to edit records.
Is there some way to limit the user I have given records management access to, to only see records management?

index.php?option=com_dtregister&controller=usermanage

May I suggest simply adding classes to each of the buttons in the control panel so we can "display:none" for the buttons we do not want to display to our record managers?
