I have set up a custom user group called Moderators, the members of which should be able to manage records for any event.
As of now, the users in that group can only manage records submitted to events they events they have created.
It happens that, in this particular implementation, we want users who create events and users who manage records to belong to different groups.

In the screenshot below you can see how permissions for both Moderators and Event Managers are currently defined.

DTR seems to let only event owners and super users manage records.

How can we circumvent this apparent limitation?

Any user type can manage records. What you probably have happening is multiple user group assignments. For example, if you have a user assigned to BOTH "Moderators" AND "Registered", the permissions will not work correctly for them. You should setup these users to be assigned ONLY to your desired groups.

Once user group assignment changes are made, the user would have to logout and login again for the changes to apply.

That rationale is not applicable to our case.
Both users we are testing the ACL with belong to one group only.
