When someone registers for a class can it create an account in Joomla

Most certainly! Make sure your Joomla User Manager options have user creation ENABLED in the options area first.

Then in the config of DT Register, first tab, there is a place to set which user group(s) to assign auto-created users to. Then within each event, you can set different user group(s) IF NEEDED to make the group assignment different per event. Otherwise, leave that setting alone and it will use the default user group assignment. Also, in the event, you have to enable Auto User Creation. It's a per event setting. You can set it as optional or required. If required, a non-logged in user will be forced to setup a username and password during their event registration process.
