Ok, that's different than. The member discount is to be used for automatic discounting based on the user's status (user group assignment). However, you can have a selection made by the user that affects the pricing also. Create a selection field (dropdown or radio button) for the user to choose their registration type, then each selection can have a price variation as needed... either positive or negative. See the video tutorial on Selection Fields for examples and more info. It will do exactly what you are needing here.

Here's what I've done:

Under Field Management:
1. Added a custom field for membership types (members and nonmembers, essentially, with multiple choices under members)
2. Added the values, selection limits and fees with different prices for each membership type
3. Added the default membership level for pricing

Under Event Management:
1. Set the individual registration rate at the highest level (nonmembers, onsite registration)
2. Set early bird discount and late fee, based on date of registration, using the individual registration rate as the base -- not any member discount options

What I seem to be missing is the link between the membership type and the fee schedule that allows the price to change at the top of the registration page.

As I understand it, when I go to the registration page, the full nonmember price should show up. But the fee at the top does not change depending on my chosen membership type. And it now shows 2x the basic fee.

What am I doing wrong? I know it's got to be an easy fix; if you could point me to the right tabs, that would help.

Also, is there a way to test this without going live?

Your base price is being modified immediately because you have your dropdown field setup to select "BPW Member" by default. That selection is adding another $40. Change the dropdown to "Select One" (meaning no selection is made) and the price goes back to $40.

Sometimes after making changes like this in the field itself, you have to re-save the event to get everything "reset" with your changes. Please re-save your event. If your field calculations still do not work, then you do not have it setup correctly.

Also, remember that the fees/discounts that you assign to each field value will MODIFY the base event price... not replace it. So if your base is $40, you need the field value fees to increase or reduce that price. So if a selection is to make a registration $30 instead of $40, that fee value would be "-10". Hopefully you watched the video for selection fields as that is a huge help for things like this.

If you can't sort it out, submit a ticket with admin access and we can take a look at your setup and point out what needs tweaked.

Regarding testing your setup... no, you can't test it without it being live. HOWEVER, you CAN modify who has access to it. I like to create an event category with an Admin only access level. Assign your event to that category so it only shows to someone logged in with an appropriate access level. That way it's "live" and can be fully tested, but regular site users won't see it yet. When it's ready to go... just change the category for the event to whatever you need it to be.
