Member 1 is receiving the early bird rate but Member 2 is being charged the full rate. What am I missing?

In Configuration, go to the bottom of the first tab and you'll find parameters to see how various fees and discounts are applied in group registrations. By default, they are set to "Group", meaning it's applied one time for the entire group. Change it to "Each member" to have that fee/discount applied for each member.
