I intend to purchase DT Register. Anyone can recommend a good template to use alongside DT Register? Does the DT Register Development Team do web design for customers?

You should be able to use DT Register with any template. But, yes, we also do full custom site design... starting with a custom design then build a Joomla template to match the design.
