TOPIC: Minimum Numbers

I have a client who wishes to register people on his courses bit to only charge them when a minimum number of attendees has been met. Is this possible with this component. EG the system send an email out to registered attendees once the minimum number is hit asking them to pay.

He also wishes to use a Spanish bank as his payment gateway. Will the system allow configuration to their systems?
