is it possible to add an attachment to an event, so users can download this file.
I don´t have found any possibility at your Back End Demo Site

You can't upload a file to be uploaded by registrants, but you CAN upload a file(s) that will be sent to registrants as an attachment to their confirmation email.

Does this need to be done per event?

Or can i have an attachment to the emails in configuration?

The email attachments are per event, yes. There is not a global attachment for all events.
