Allow granting of user adminitrative rights to one or multiple events.

Here is the scenario, We run a fishing tournament which may take on additional events. These additional events would have different individuals running them and we would like to allow one adminitrator access to their event but not others. I may be wrong but I don't think that capability is currently there.
