Is there a way to edit the General Field Options? For example, I need to add a tool tip to Organization and I need to change State from a text field to a drop down field listing all states. I know I can do this in the Custom Field Options but what about the General?

The general fields do not have such capabilities currently. The upcoming 2.7 (early September) combines all fields together for much more flexibility like that.
