TOPIC: PayPal - No Direct Card Payment Option

I use the PayPal payment option - Most users get the option to pay by credit card without logging on to PP - But some don't get presented with that option and have to log-in to PayPal or create a PayPal account. They are convinced it's not a cache / cookies issue and have tried on different machines too....

Strange problem and PayPal help isn't being very helpful - Wondered if anyone else knows why some users don't get the direct card payment option?....
