Does that mean that I can select someone from the waiting list who the completes the group of attendants?

And does this person then get an email after having selected him manually?

People on the waiting list are just like a regular record, but with a status of "Waiting". You can manually change their status to Active or Pending and then they'll take that available space.

If you enable the status change email in configuration, then they will receive an email notifying them that their status was changed. You can make that email say whatever you need.
