TOPIC: Custom Payment Mode and Pay at a later time

Hi,

I'm wondering whether anyone could help me with the following for a fee:

1. I want to have a new payment mode that allows users to enter some text. the text will be saved into the database so that the administrator can use it to process payment manually. It's just like offline credit card payment mode, but in this case user only need to enter one text field.

2. Can users register for an event, but choose not to make payment at all? That means users can simply save registration details and log in again next time to choose which payment mode to pay.

Please let me know whether the above can be done, how much time you'll need and how much does each cost.
