TOPIC: credit card without Paypal account

Hello,
we installed the DTregister 2.7.4 component on our customer joomla site.

The customer wants to use Paypal, and considering he will create a paypal business account, correctly configured with IPN on and Auto-Return to off, it will be possible for a visitor to register and pay for an event even if the visitor doesn't have a paypal account?
In that case does paypal will ask directly for credit card data to the visitor and will proceed with the payment and then with IPN message to DTRegister?
