TOPIC: Bug in Location permissions?

We have DR Register. Installed Version: 2.7.3b

I want the registred users to create own locations but not to change the locations of other events.
I clicked in permissions for registered user type:

edit own event only YES create locations YES edit locations NO
but a registered user can not get into the locations

so I tried that:

edit own event only YES create locations YES edit locations YES
but then a registered user can change other locations

Is it a bug or are I wrong?

Got the answer today. It doesnt work yet that users can only edit their own location. But it will be changed anytime, thats perfect!
