TOPIC: Completing partial payment

If I am not requiring my registrants to log-in, is it still possible to accept partial payment and somehow allow them to come back and complete payment without logging in? Please help

Users do not have to be logged in to do partial payments during registration. However, use of the user panel we provide for users to come in and make additional payments, cancellations, etc DOES require login. So if you want to use that, then you will need to require login prior to registration... or have the ability to create a user login account DURING registration.

Is there a global setting in Joomla that disables the user panel? Or is there an enable/disable that i am missing? the user panel is not showing up for me.
