Is there any way to change the flow of the component when the donor has the option of one-time or recurring donation?

I'd like to have the message text appear first before they select one-time or recurring instead of afterward. Can this be done?!

There is not an easy way to do this, not without a number of code changes. Are you referring to the message you customize to show above the donation form? If so, it'd be easier to modify the code to show that message above the one-time / recurring options.
