Question: I need a billing system that works with CB, clearly this does, but I want admins to log into the front end, and enter time for services. IE the client would pay a retainer for work to be performed, as tasks are complete the admin would login, select from a list of clients, then select from a list of \"files or matters\"from a CRM, enter their time (and their rates would be set in the back by a super admin). Once a month the invoices are populated automatically, a charge goes to a credit card on file, a copy of the invoice goes into CB or as a document into a task CRM, and a copy is emailed. if they had a balance on the retainer, it would simply show a debit with credit left. Finally, the entire database should be exportable to quickbooks.

Nope. The current system requires admin to manually create an invoice. You have a lot of specific needs that would be a significant custom project.
