TOPIC: Configuing when a place is taken?

I do not seem to find out how this should be configured:

If I have the waiting list function enabled, and the event capacity set to, say, 8 persons, any amount of persons are still able to register as long as there is not 8 persons with the the PAID status set as paid.

What I would WANT, is that after 8 persons have registered, everyone new is taken to the waiting list, even if the 8 persons do not have the PAID status set to paid. This is the only reasonable thing for many events including all that enable ofline payment from what I reckon so I guess this can be configured like correctly, but how?!
