I'm having a similar problem - users show in the DT Register records but not in the CSV export file. I have a ticket open with DTH support but haven't heard back yet.
Out of curiosity, are you able to see these missing users when you run a CSV export?
For some strange reason in the backend I do not see most of the records anymore. Having said that I was able to find out that:
Users are only shown of one specific event. All the other users of the other events are not shown. Needless to say, this does not change if you select a different event.
Nathan, can you shed some light on this?

bad news! We did a "downgrade" today on our live system to 2.8.2a again. However the problem persists. Only the records of one event are shown, the others do not show anymore in the backend. They are in the db, as cancellations work. However there is no way for me to access them.
I also opened a ticket, lets see what DTH finds out about this,
thanks to the support of DTH I was able to find out that it seems to be a permission problem. While permissions in my case were set correctly, I had to open up the config and save it again. THIS did not sort out the issue straight away, I had to reinstall DTR one more time and voila - it worked.
So in particular check: 1. Permissions tab - make sure your user does not have the box "Edit Own Items Only" checked. Make sure the 'Manage Records" box IS checked.
2. Joomla User Groups - make sure your user does NOT belong to more than one group. If they must then add your user specically and grant them specific permissions in the dt register permissions tab.
In my case 2. was the case. While it worked before the upgrade, after the upgrade it caused issues.
Again: fixing it, did not straight away fix it - I ran the installer again after fixing the issues and then it worked. I am on the latest _dev release ( DTR 2.8.3_dev) now, that works fine.
